Reason for proposal:
Paragraph F is listed in the Offenses section under which you could be fined or suspended for failure to ride in a meet. In Chapter 3 under "Special Notes" it states: Any participant who doubts their personal ability to participant in an event,feels they have not adequately pepared themselves and their equipment,questions the conditions and safety of public highways,beleives their personal insurance coverages are not adequate to compensate them for any loss that might occur are urged to notify the promoter who will immediately refund their entry fee. I feel this paragraph (F) could be a factor in causing a unprepared rider to feel compelled to ride or face a fine or suspension.
