Proposal:

Add: Advancement appeals for youth classes and age classes 25 years of age and over will be determined by the District with final concurrence from the AMA. Where there is no District representation advancement appeals will be determined by the AMA.

Reason for proposal:

The Districts know these riders and their ability as a racer much better then the AMA does. Once a rider gets over 25 years old it is very difficult to determine if a rider is continuing to advance or if he is becoming slower on the track without witnessing him ride. Youth riders also can be very hard to determine without seeing them ride. What is shown in results can be very miss leading.
