Proposal:
_Riders who placed in the top 5 overall in a "B" class at the previous AMA Amateur Motocross National and are 16 years of age or older as of January 1, of current year are no longer eligible to compete in a "B" division.

Reason for proposal:
___To line up with the National supplemental rules and to force top riders to the A class. This is most important to riders that race less then 6 AMA races and do not qualify for advancement through the National advancement system. This is not unusual in areas with little AMA representation. (i.e. California). The year will change each year (floating year)
