Reason for proposal:
This is an impossible rule to follow at the race track! How can a local sign up person know if membership is required in another state or district? This is also often abused rule used to avoid advancement in districts that don't require membership. Kentucky riders often race in Indiana and race "B" and "C" class for years, dominating the class. Indiana cannot advance them because Kentucky does not require district membership and Indiana cannot make them join. I believe that the AMA should encourage the District system not undercut it. A District should be able to require membership in a District to participate. This is crucial to sign up personnel.
